Super Powered Beings (SPBs) and Power Level Ratings
Super Powered Beings (SPBs or "Supers" for short) include all those who have super-human powers and abilities far beyond those of mortal men, whether they get said powers from being a member of an alien race, from being a "Mutant" or from some other source.
Some supers have powers that are contained within their bodies, while others depend on technology, wearing battle suits, and still others use magic. Some are genetically enhanced by "Super Soldier" treatments. How supers get their powers is a matter of endless debate and speculations, some verified, others not so much.
International scientists, in studying the "Super" phenomena, have devised scales of power classifications. While not everyone agrees, they most-used system is numeric:
1: Power Level One Supers have "mild" or "cosmetic" powers, such as an ability to change one's hair color, etc.
2: Low-powered Supers who can affect others with their powers, but only minimally so.
3: Mid-level Supers are those who are generally effective, and easily able to accomplish their desires, but not always so.
4: High-level or high-powered Supers are those who can bend steel in their bare hands, or are faster than a speeding bullet, or are able to leap tall buildings in a single bound, and so on.
5: Level Five Supers are off-the-scale powerful, with abilities that have been described as God-like powers.
United States governmental agencies use the numeric system, including the CIA, FBI, NSA, PSA, etc.
While the 5-point number system is most often used, some prefer other methods, such as Greek lettering systems. I.E.:
Alpha Class Powers: Top of the scale Powers (Level 4, above), Alphas are the most powerful supers on Earth... or nearly so.
Bravo Class Powers: Similar to Level-3 Powers, above.
Delta Class Powers: Level-2 powers, using the scale above.
Epsilon Class Powers: Level-1 Powers, mostly harmless.

Individual Superheroes and minor pairings:
Angel, The
Anywhere in the world he shows up, fights bad guys, helps the innocent, and then leaves without saying much, if anything. The police would like to talk to him, but he avoids them, making the cops think there may be something shady about him.

Canon
A superheroine who comes and goes and, like some, never stops to say hello to police or media. Like so many similar heroes, she shows up, saves someone or stops a robbery or some such... and then she is gone again.
Like Chance, below, I (Jim) had this drawing made by a friend of mine years ago. His "artist" name is Philo, and he drew Chance shifting from human into tiger for me on commission as a character-drawing for a role playing game.

Chance AKA John "Jack" Stone (and other names)
Chance is a Shape Shifter. Somewhat reclusive, he shows up in various places around the world now and then, usually rescuing someone from some disaster or other... pulling people out of a fire, or out of auto accidents, or collapsed buildings, and so on. He never sticks around to talk to police or media... he just vanishes into thin air.

Hoshi is Neko's mentor and rescuer, having rescued her from imprisonment in a glass tube where a mad scientist alternately calling himself either "The Doctor" or "The Master" was experimenting on her, training her for some purpose to be his own personal hit-man... err... hit-woman? Hit-Cat?
Hoshi (Japanese for Star) is a mystery and she rarely (read never in public) talks about who she is, where she comes from, what her origins are, how she got her "powers" etc. Speculation abounds in the magazines and tabloids and internet web sites (both fan sites and hate sites) that have sprung up speculating that she may be a mage, an alien, etc. In truth, even Hoshi does not know many of these things, which is one reason why she does not talk about it.
She does have a reputation of working with both the military and police officials at various levels in different nations. Some accept her help because she gets things done... stops villains and foils their plots, rescues people, etc. Hoshi has been known to sometimes work with another superheroine, Blue (Seattle, WA area and the US northwest generally-speaking) and her team of animal-super-children (as dubbed by one media pundit). She has also been known to work with a woman mage who calls herself Psyche. Few people know it, though some speculate, that these two people are members of the Guardians, an elite group of Heroes who guard various worlds and/or Dimensions. Hoshi is reputedly Earth's Guardian and Psyche is reputedly the Earth Dimension's Guardian. Neither of them will discuss this topic openly... in fact, they tend to avoid the media at all times.
When asked about use of "children" in dangerous battles with super villains, Hoshi once stated, "When one has abilities such as these, one does not discriminate due to age. These 'children' as you call them save lives. When you are trapped in a dangerous situation, Mr. Reporter, and it is your life on the line, I think you might change your tone and be glad to accept the help of a child, if such child, by virtue of his or her bravery and capability, saves your life."

She has worked with the U.S. Navy (and other military and police officials on all levels) quite a lot and is often seen entering or leaving the Naval Base north of Chicago. She also works with police, having several contacts in various departments in the city and suburbs. Not fond of talking to the media, Hoshi has stated that her goal is to see to the safety and well-being of the people of this city, state, nation and world. She seldom says more than that publicly.
Hoshi is Randi's PC... now an NPC, but she still plays her sometimes as a PC. If your character runs into Hoshi, it is probably to convey information... or maybe to rescue you if you get in over your head. We don't want the NPCs to outshine the PCs, after all... at least, not usually.

Rockman (AKA The Rock) is the primary spokesman for Justice, Inc., a Chicago-based group founded initially as a super hero team, but in recent years has become more of a Heroes-for-hire group, more interested in money than Justice.

Neko - Player Character.
Neko is Chuck's PC. This photo was taken in a dark environment. In better lighting, Neko (pronounced "Nekko") is more brownish in color, with tiger-like stripes on her body. She typically wears a black bikini as her super costume. When criticized for wearing so little clothing, she has been known to respond, "You try wearing a fur coat like this all the time and see if you want to wear heavy clothes on top of that in the summer heat."

Speed is what the PSA calls a "Flying Brick" with a few extra tricks, including heat vision, super breath and super-senses. She is super-fast, super-strong, super-tough... one of the more formidable heroes out there fighting super villainy. Based mostly in Chicago now, she is capable of going anywhere in the world she is needed... and can get there within only a few seconds. Scientists are at a loss as to just how she can do this without creating a sonic boom, but she does.
Speed is considered a Level Four on the PSA's threat assessment scale.

Character Name: Steel. Alternate Identities: Crystal Steel, Ren, Ren Osh, Renthkasha Oshakthkek, Renthkasha of the house of Oshakthkek (most of these names are associated with her Secret ID and are not known to the public).
5'6" tall, she appears to weigh 125 to 150, but really weighs about 500 pounds due to metallic content of her silicon-based body.
Usually she is shape shifted into human form and looks like a woman in her late teens (she is really almost thirty when converted to Earthly years), with very long blond hair down to mid-calf, bright blue eyes and a pale olive complexion, but she can alter both skin and hair, and clothes, even make it look like she is wearing jewelry. Her ears are long and pointed, and the kids at Archangel used to tease her by calling her Vulcan Girl, T'Pol, T'Pau, pointy-ears and other names, all in jest and fun, but once it became known that she is very strong and tough, and that Golem is her boyfriend-fiancé, all teasing stopped.
In Hero ID she usually appears clothed in silvery leggings and a bodysuit-like garment that leaves only her face bare (and sometimes her face is all silvery, too), all covered in silvery metal, and it's obvious that she has killer abs to die for (see drawing). In other IDs, she has learned to make her skin appear as other clothes that are more Earth-normal, often wearing a halter-top, shorts and sneakers, but she can dress up in dresses if she wants, and often does if and when going off the island (or, more recently, out in public in general, since she does not spend much time at Archangel Academy any more).
In her true form, she is sort of like a manta ray, a silvery disc about 5' around, with four tentacles, much like four arms, but different too. And she has a 5' long, wiry tail that can snap at someone like a steel cable whip. Her face is vaguely the same, but stretched out, with the nose flattened.
In their last year at the academy, Mike and Ren (Golem and Steel) married, with many of their classmates and hero friends attending the ceremony in Montana. Now they live in the Phoenix, Arizona area as a superhero duo, and as members of the Sentinels Superhero team, based in Phoenix.
Steel (aka "Ren") is Randi's (Valerie's) character from the Third Millennium game on Hero Central, run by Jim and Jeff Mills and other GMs over a period of several years. We have drawn from that game for much of our background material for this game, with Jim's and Jeff's permission. Later, Randi played Steel in a private game with "Kestrel" GMing. Steel is not as powerful as Hoshi, but she is a pretty good brick with an interesting history should one meet up with her and get to know her.

She got each of them -- a mother and her two young children -- out of the car and out of the river and to the safety of arriving police officers. When asked who she is, she said, "Call me Ztar." And then she left rather than answer more questions.

Titan
Titan is a super hero in the Chicago area, a relative newcomer to the super hero scene, but he has made a big impact on super crime and is making a name for himself. He is known mostly for being big and strong.... and he grows, which really freaks out the bad guys when he shoots up to 12 or 25 feet tall... or more. So far, he has only shown a maximum capacity for growing to 25 feet tall.
Athena -- and Michael Angellus
Athena -- and Michael Angellus -- are a pair of super heroes who have been active in the Chicago area since the middle of 2011 or so. Athena wears an Iron-Man-like armored battle suit. She shoots energy from hands and feet and possibly other parts of her armor. No one is really sure exactly what she does, but it seems she is quite versatile and very capable.
Michael wears armor, too, has a pair of black-feathered wings and carries a sword, though he seldom uses it. He is quite strong.

Permanently grafted into a Super-Science PowerSuit, he is very, very powerful and only a few of the world's super teams have been willing (or able) to take him on. History: 2002: First appearance: Using super-science and some sort of city-wide transmitter, a man calling himself Dr. Death caused all the citizens of New York City to become his slave army and do his bidding. Many people lost their life savings, transferring all of their money to a Swiss bank account, as did some wealthy men on Wall Street and in the banking industry. Even some supers were affected, but others were immune to the effect, and they located end destroyed the transmitter. But billions of dollars were gone and the Swiss authorities could not or would not do anything about it. 2004: A horde of interdimensional invaders assaulted Louisville, Kentucky, but heroes flew in from out of state and fought them off, aided by Paragon and Psyche. It was all a diversion, though, as Dr. Death showed up at Fort Knox and, using some sort of super vehicle and a horde of robot soldiers, stole a great deal of gold from the Fort Knox vaults. This was followed by a televised speech with Dr. Death claiming that 'all human beings are ants under my feet.' 2006: Dr. Death assaulted the United States and the United Nations, showing up at the UN with a contingent of armed mercenary thugs and robot slaves (robots that all looked like Dr. Death), killed all the security men on guard, took over the UN Security Council and General Assembly, stated that there were nuclear bombs secreted in various places in the US, Great Britain, in various European cities and nations and other select, undisclosed locations. He demanded that all nations of the world must submit to him, name him Emperor of Earth, pay him immense tribute, disband all world governments and religions and institute worship of Dr. Death... either that or he would rain death upon them and then rule the survivors. To demonstrate his power, he set off a nuke in the Atlantic Ocean, destroying a convoy of US and British and other nations' warships which were conducting a joint international war games exercise. The Champions, aided by Paragon, attacked his forces at the UN, forcing him to flee... though no one is sure where he went or how he effected his escape. 2008: Dr. Death used a system of 12 geosynchronously-orbiting super-science satellites to control weather world-wide. By generating tornadoes and hurricanes, he threatened the free nations of the world, demanding that they submit to him and his rule or be destroyed. Several of the world's super teams and independent superheroes worked in unison to attack both his satellites and his base in Sudan, once it had been located, to neutralize his weather control system and capture or kill Dr. Death. They succeeded, but at a cost. Four superheroes died before they killed the doctor, only to find that what they killed was a robot look-alike. No one knows where he really is or when he may reappear. Defender is attempting to analyze the robotic remains of the look-alike. |

Speculation was that, impossible as it seemed in a fresh-water lake, that the people were killed by sharks. Superheroine Hoshi was able to look through time and 'see' the man who caused the flood and attacks, a man with blue skin, who preferred to stay in the water of the lake, a man called Orca, as they later learned. She 'saw' him and was able to form an illusion of him, which Lt. Brass photographed with his cell phone camera and sent to Admiral Edwards, so that Military Intelligence could research him. Additionally, Hoshi was able to scan the world and locate him, using her mind's eye to spy on him as he swam around in the Atlantic Ocean. Superheroes Hoshi, Neko and Mr. Black traveled to Antarctica with a team of Navy Seals in cold-weather gear and set up a trap to bring Orca to the south and an ambush. Hoshi teleported to the Atlantic, attacked Orca there, teleporting him to Antarctica. The team then fought him there, though the struggle was difficult, and they took him down. Returning to the aircraft carrier from which they were operating, with the supervillain and his back-slung object believed to be one of the legendary seven swords, Heroes and Navy personnel discussed the situation, consulted with Admiral Edwards, who in turn spoke to Washington. It was decided to return sword and prisoner to Washington, where the sword would be encased in concrete, lead and steel in layers, and the prisoner would be tried in court. The sword would be transported to a secret location and locked away in a vault. |

Dr. Death
Dr. Death is World Enemy #1. He is known to use super-science and remote-controlled robots a lot. These robots use power armor and look just like Dr. Death, so you never know if you face the real Doctor or a robot look-alike. Either way, they are deadly dangerous. Seldom, if ever, does he leave any tech or other evidence behind. Either his robots teleport away if thwarted, or they self-destruct, usually causing a great deal of harm. Several superheroes have died this way.
The Lords of Time
The Lords of Time are the omniverse's self-appointed guardians (police force) of the time stream, sometimes referred to as the "Time Cops." They are a race of people from a planetary system that have used highly advanced temporal technology to pull their planetary system out of the space-time stream and into a pocket dimension outside of normal time and space. From there they monitor the time stream, watching for time travelers (meddlers) and taking action when they deem it needful in order to keep the time-stream from being corrupted. Few, if any, really understand them or their "rules" of saving the time-stream from corruption, or why they are guilty of any crimes in they eyes of these Time Cops. They do not usually explain -- they simply act to protect the time-stream as they know it, and often with great force.

What is know of him is that he is a time traveler and, according to the Lords of Time, the ultimate meddler, traveling throughout time and space and meddling in events and lives for his own reasons, which are seldom clear to anyone other than the professor himself.
The Professor tells people that he has forgotten his real name, but he likes being called Professor Paradox, which name someone gave him once upon a time in the past... or was it the future? He says that he was paid by the government to investigate the use of same strange crystals to manipulate chronoton energies, but something went wrong and he was hurled into a space-time vortex and trapped outside of space and time for several hundred thousand years. He went insane, but he did not much like being insane, "so I went sane."
The Professor is capable of traveling anywhere in time and space, though he says there are some limitations... places he cannot go, though he won't say when or where they may be, or why. He can take others with him when and where he travels.
People who attempt to capture Professor Paradox find it to be an impossible mission... he merely vanishes and reappears elsewhere. When asked how he does that, he calls it "walking" from here to there or from then to when.
He seems to be fond of doing certain people favors in return for a favor to be returned "some day" in the future... or maybe not.

Genocide
Genocide claims that they support the common man, the human race. They say that the mutants are trying to commit genocide against the non-mutant human race, and they intend to prevent that by stopping all mutants. That basically means they want to capture or kill all mutants. They would prefer capture. That way they hope to be able to find a cure, so to speak, for the mutant condition and thereby return all mutants to normal human-kind.
The Mutants, of course, object... violently.
Genocide uses both armed and armored troops and robots of varying kinds in their war on mutant-kind. They operate secretly, because the police and political officials do not like the idea of people with big, high-power weapons roaming the streets, using detectors to hunt down so-called "mutants" and exterminate them.

Catastrophe, the Downtrodden and other groups
Catastrophe and the Downtrodden are PSI are so-called mutant groups (there may be others as well) that oppose Genocide and sometimes humanity in general. Fry Daddy is the leader of a group called the Downtrodden, who seem to be a biker gang made up mostly of mutants (but not all). Members come and go. They claim to want to survive and to be left alone. That's all. And they travel. Fry Daddy gave a newspaper interview once, and then regretted it.
Framed for mass murders, the Downtrodden want to learn who really killed those people so that they can clear their names. Meanwhile, both the authorities and Genocide hunt them.

Davidson, Ashley -- 18-year-old super-genius scientist holding several doctor degrees and is a board-certified medical doctor; after a hospital internship, she passed all the tests and was certified as a full-fledged medical doctor, though she mostly dedicates her time to research, mostly for cardiology and other applications of super-technologies that she single-handedly invented or existing technologies which she greatly improved upon. She has created new branches of science, which university research professors are still studying and trying to understand. Among other areas, she is a nanotechnology specialist and self-made multi-billionaire. Through her company, solely-owned Davidson Technology, she and her teams have devised many cutting-edge methods and advanced the field of medical technology by leaps and strides.
